1. Acceptance of Terms

By accessing and using SafeGuard Cyprus ("the Service"), you accept and agree to be bound by the terms and provisions of this agreement. SafeGuard Cyprus is Cyprus's most comprehensive emergency response system covering fire incidents, medical emergencies, traffic accidents, and general emergency situations.

These Terms of Service ("Terms") govern your use of our multi-emergency response platform and incident reporting system operated by SafeGuard Cyprus, created and maintained by MOMINPERT.

Status clarification: SafeGuard Cyprus is an independent platform and is not currently used by the Government of Cyprus as an official national system. The project is currently in discussions regarding potential national implementation to help protect citizens and visitors in Cyprus.

2. Emergency Services Disclaimer

SafeGuard Cyprus is a supplementary emergency coordination platform and NOT a replacement for direct emergency services. For immediate life-threatening emergencies involving fire, medical crises, traffic accidents, or any urgent situation, always call directly first:

  • General Emergency: 112 (EU Standard)
  • Fire Department: 112 (Cyprus Fire Service)
  • Police: 112 or 155 (Cyprus Police)
  • Ambulance: 22887171 (Medical Emergency)

Use SafeGuard Cyprus for follow-up reporting, coordination, and non-critical emergency documentation.

3. Service Description

SafeGuard Cyprus provides a comprehensive emergency response platform including:

  • Fire emergency incident reporting and coordination system
  • Medical emergency response and ambulance dispatch coordination
  • Traffic accident reporting and police notification system
  • General emergency situation management and coordination
  • GPS-powered location services and emergency mapping
  • Real-time incident tracking and status updates
  • Multi-agency emergency contact information and coordination
  • Operational tools to support dispatch, prioritization, and coordination workflows (subject to configuration and authority procedures)
  • Secure communication platform for emergency services personnel
  • Analytics and reporting for emergency response improvement

4. User Responsibilities

4.1 Accurate Information

Users must:

  • Provide accurate and truthful information
  • Update personal details when necessary
  • Report genuine emergencies only
  • Use the service responsibly and lawfully

4.2 Prohibited Activities

Users must NOT:

  • Submit false or fraudulent reports
  • Use the service for non-emergency purposes
  • Interfere with emergency response operations
  • Attempt to hack or compromise the system
  • Misuse other users' personal information
  • Upload inappropriate or harmful content

5. Account Registration

To use certain features, you must register for an account. You are responsible for:

  • Maintaining the confidentiality of your account
  • All activities that occur under your account
  • Notifying us immediately of unauthorized use
  • Providing valid contact information

6. Data and Privacy

Your privacy is important to us. Please review our Privacy Policy to understand how we collect, use, and protect your information.

By using our service, you consent to the collection and processing of your data as described in our Privacy Policy.

6.1 Processing by and for official authorities

Data you provide in connection with incidents is processed for authorized official purposes (including coordination, verification, investigation where appropriate, and compliance with statutory duties). Operational access is limited to authorized personnel. The platform is intended to make such processing more consistent, traceable, and secure than ad hoc manual methods (for example scattered spreadsheets or informal logs), without reducing the legitimate need of competent authorities to maintain appropriate records.

6.2 Erasure and account closure

Statutory and case-law limits apply to erasure requests (including the GDPR โ€œright to be forgottenโ€). Full deletion of all data relating to incidents or to your involvement as a reporter may be refused or deferred where retention is required or permitted by law or by applicable authority guidelines, retention schedules, and internal procedures. If you use in-app or other self-service account closure, that typically ends your access to the service and may invalidate login credentials while official records necessary for incident handling may continue to be held under the Privacy Policy.

7. Service Availability

We strive to maintain continuous service availability, but cannot guarantee:

  • 100% uptime or uninterrupted access
  • Immunity from technical issues or maintenance
  • Compatibility with all devices or browsers
  • Immediate response to all reports

8. Emergency Response

SafeGuard Cyprus facilitates communication with emergency services but:

  • Does not control emergency service response times
  • Is not responsible for emergency service decisions
  • Cannot guarantee specific response outcomes
  • Acts as an information relay system only

9. Liability Limitations

IMPORTANT: SafeGuard Cyprus, its developers, and affiliates are not liable for:

  • Damages resulting from service use or inability to use
  • Emergency service response times or actions
  • Loss of data or service interruptions
  • Indirect, incidental, or consequential damages
  • Third-party actions or decisions

10. Intellectual Property

All content, features, and functionality are owned by SafeGuard Cyprus and protected by:

  • Copyright laws
  • Trademark protections
  • International intellectual property treaties

11. User-Generated Content

When you submit incident reports or upload content:

  • You retain ownership of your content
  • You grant us license to use it for emergency response
  • You confirm you have the right to share it
  • You understand it may be shared with authorities
  • You understand that such content may form part of official operational records and be retained in accordance with law and authority rules, not solely at your discretion

12. Termination

We reserve the right to terminate or suspend accounts for:

  • Violation of these Terms
  • Fraudulent or abusive behavior
  • Illegal activities
  • Security concerns

You may also close your own account where the service provides that option (for example through the mobile application). Termination or closure of your account does not automatically erase personal data held for official incident-related purposes; such data may be retained, restricted, anonymised, or destroyed only as permitted by applicable law and competent authority guidelines, as further described in the Privacy Policy.

13. Governing Law

These Terms are governed by the laws of the Republic of Cyprus. Any disputes will be resolved in Cyprus courts.

14. Changes to Terms

We may update these Terms periodically. Changes will be communicated through:

  • Email notifications
  • Website announcements
  • In-app notifications

Continued use after changes constitutes acceptance of updated Terms.
